Hi, its name is Nerium 'Atlas Nain de Tidili'. It is from Morocco and in theory can tolerate -19 C. Now it is protected from cold, with some natural material such as reed and only the top of the structure is covered with plastic to protect it from the rain. That's all, the plant is really hardy and maybe it could survive without any protection and all this is just precaution.
